Stephanie Cutter: We Never Understood Why Romney Campaign Didn't Push Back On Bain Attacks

WASHINGTON -- Stephanie Cutter still doesn't understand why Mitt Romney's campaign did not more forcefully defend its candidate's business experience.

Cutter, who served as President Barack Obama's deputy campaign manager in the 2012 election, said on Friday that the Romney campaign's failure to aggressively respond to the attacks on Bain Capital was one of its biggest mistakes.

"I never understood why they never pushed back on our attacks on his business experience," Cutter said at the seventh annual RootsCamp conference for progressive organizers in Washington, D.C. "He ran largely on an argument that, 'I understand the real economy, I know how to fix this and the president doesn't -- he's never been in the real economy,' with his only credential his Bain experience."

The Obama campaign hammered Romney on Bain during the campaign, essentially painting the former Massachusetts governor as a corporate takeover artist who founded a firm that specialized in outsourced U.S. jobs.

While some prominent Democrats initially criticized the Obama campaign for "attacking private equity," the campaign didn't back down.

"We weren't making an argument ... that Bain was bad," Cutter said on Friday. "We were making an argument that this experience does not qualify you to be president of the United States or to understand the real economy. We obviously worked hard to tear that down, and they never built it back up. I never understood why."

Cutter isn't alone in her confusion on the Romney strategy. GOP political strategist Karl Rove, whose Crossroads groups spent more than $300 million in the 2012 election on candidates -- who, for the most part, lost -- also said on Fox News after the election that the Romney campaign should have fought back faster.

"The first group to respond to the attacks on Bain Capital was not the Romney campaign, it was American Crossroads with an ad in July. We don't do defense all that well," Rove said, adding that it was sometimes more effective to have the candidate appear in an ad and respond directly to the charges being leveled.

"I don't know if they didn't have a good understanding as to the deals that we were talking about, or the history of Romney at Bain, but I never understood why they didn't make a counter-argument to what we were saying -- which was his sole credential," Cutter said. "Remember, it was really the only thing he put on the table to qualify him as president."

Romney adviser Eric Fehrnstrom did not return a request for comment on Cutter's remarks.

After months of fervently trying to move the conversation away from Bain, the Romney campaign did finally bring it back in August. The Republican National Convention highlighted individuals connected to Bain who all portrayed Romney as a strong leader with integrity, and as someone who would be able to save a struggling U.S. economy just as he turned around failing businesses.

Cutter also pointed to Romney's rightward shift in the GOP primary as a problem, noting he was never fully able to recover.

Handicap International urges U.S. to join the Mine Ban Treaty

U.S. delegation to attend Mine Ban Treaty's 12th annual Meeting of States Parties; 2012 Landmine Monitor Report underlines Treaty's importance

Handicap International welcomes the participation of the U.S. delegation at the 12th Meeting of States Parties to the Ottawa Mine Ban Treaty in Geneva, from December 3 to 7. In response to calls from civil society, the Obama administration began a review of U.S. landmine policy in December 2009, but has yet to announce its conclusions. Now that President Obama has been elected for a second term, Handicap International urges his administration to move swiftly towards accession to the treaty. News of the administration?s progress is expected during the upcoming conference.

The 2012 Landmine Monitor?an annual report that provides a global overview of developments in mine ban policy; mine contamination, clearance, and casualties; and support for victim assistance and mine action?was released on Nov. 29, and presents several disturbing findings. Handicap International is particularly concerned about a reported 30% drop in international funding for victim assistance last year. Despite the overall reduction in aid to victims, however, the U.S. has increased its mine action aid.

?I applaud the generosity of the U.S., which has supplied $534.5 million in aid since 2007, making it the biggest funder of mine action,? says Elizabeth MacNairn, Executive Director of Handicap International U.S. ?However, assistance must be coupled with an absolute ban on further use of the weapon. It is time for the U.S. to match its policy to its financial commitment by ratifying the Mine Ban Treaty and destroying the 10.4 million landmines currently held within the U.S. stockpile." The Ottawa Mine Ban Treaty bans the use, stockpiling, production and transfer of anti-personnel landmines.

The 2012 Landmine Monitor counted 4,286 new victims of landmines and explosive remnants of war in 2011. It estimates that around the world, there are more than 500,000 survivors of mine accidents who require lifelong assistance. However, the resources deployed by the State Parties to the Ottawa Mine Ban Treaty are not equal to the very serious challenges faced.

?Funding for victim assistance is at its lowest ever level since the Landmine Monitor began keeping records,? says MacNairn. ?Last year the State donors gave only $30 million to support 500,000 survivors and their families and communities which is clearly not enough.?

Eighty-eight countries and territories are still affected by landmines and explosive remnants of war. One new victim of these weapons is recorded every two hours. Almost three-quarters of these victims are civilians, and more than 40% are children. In some countries, the proportion of child victims is much higher: in Kenya, Uganda, and Yemen, 90% of victims are children and the figure stands at about 60% in Libya, Afghanistan, and Laos (58%). Yet, because of the reduction in international aid, countries such as Afghanistan and Uganda have had to scale down or halt victim assistance projects.

"The needs [of child victims] are greater than those of adults,? says Rahmatullah Merzaveean, an Afghan Ban Advocate who lost both legs in a landmine explosion at the age of nine. ?Their prosthetic limbs need regular adjustment as they grow, treatment is lengthy and costly, and they run a particularly high risk of exclusion from the education system."

Handicap International and Ban Advocates, an association of survivors of landmine and cluster munition explosions, will attend the 12th Meeting of States Parties, to remind the governments present of their responsibilities and to call on them to fully respect the obligations set out in the Treaty. Ban Advocates will also confront the States Parties with the appalling consequences of landmines and explosive remnants of war.

Handicap International currently works in 63 countries, 40 of which are polluted by landmines and explosive remnants of war. The organization implements mine clearance, risk education, rehabilitation, and victim assistance projects. Its expertise in the field gives legitimacy to its international advocacy work to ban and eradicate these weapons.

Palestinian crowds watch UN statehood vote

RAMALLAH, West Bank (AP) ? Jubilant Palestinians crowded around outdoor screens and television sets at home Thursday to watch the United Nations vote on granting them, at least formally, what they have long yearned for ? a state of their own.

A General Assembly vote to accept "Palestine" as an observer state won't immediately change lives here, since much of what the world body is defining as the territory of that state ? the West Bank, Gaza Strip and east Jerusalem ? remains under Israeli control.

Yet many Palestinians savored the global recognition after decades of setbacks in the quest for Palestinian independence in lands Israel captured in the 1967 Mideast War.

"For the first time, there will be a state called Palestine, with the recognition of the entire world," said Amir Hamdan, a 35-year-old dentist from the refugee camp of Kalandia. "Today the world will hear our voice."

He brought his wife, Nevine, and their two toddlers to the central square in the West Bank city of Ramallah, joining more than 2,000 Palestinians watching the vote on an outdoor screen. Some clapped, danced and waved Palestinian flags.

Hundreds more watched in biblical Bethlehem, with the U.N. speech of Palestinian President Mahmoud Abbas projected onto a towering wall that is part of Israel's separation barrier in the West Bank.

Beyond the emotions and symbolism of the day, U.N. recognition also brings real advantages.

Palestinians say it will strengthen their hand in future talks with Israel, which has lambasted the recognition bid as an attempt to bypass such negotiations.

With its vote, the U.N. is firmly rejecting Israeli attempts to portray the territories earmarked for Palestine as "disputed," or up for grabs, rather than "occupied," Abbas aides say.

The U.N. bid also could help Abbas restore some of his standing, which has been eroded by years of standstill in peace efforts. His rival, Hamas, deeply entrenched in Gaza, has seen its popularity rise after an Israeli offensive on targets linked to the Islamic militant group there earlier this month.

The Palestinian Authority, which has the majority support needed in the General Assembly, would join the Vatican as the only other entity with nonmember observer state status after the body votes.

Now it will no longer be up to Israel to decide whether the Palestinians can have a state, Abbas aide Nabil Shaath wrote in an opinion piece in the Israeli daily Haaretz on Thursday. "The notion that Israel should approve the Palestinians' inalienable right to self-determination is simply illogical, immoral, and totally unacceptable."

The affirmation of the pre-1967 line as the border of Palestine also poses a direct challenge to Israeli Prime Minister Benjamin Netanyahu who has refused to accept that demarcation as a basis for border talks with the Palestinians. Abbas and his aides have said that the Israeli leader's rejection of such a framework for negotiations, accepted by his predecessors, helped push them to go to the U.N.

The Palestinians could also gain access to U.N. agencies and international bodies, most significantly the International Criminal Court, which could become a springboard for going after Israel for alleged war crimes or its ongoing settlement building on war-won land.

However, in the run-up to the U.N. vote, Abbas signaled that he wants recognition to give him leverage in future talks with Israel, and not as a tool for confronting or delegitimizing Israel, as Israeli leaders have alleged.

Palestinian technical teams have studied the laws of all U.N. agencies and put together recommendations for Abbas, said a Palestinian official involved in the effort. He said Abbas told the experts there is no rush, and the next Palestinian moves would in part depend on international reaction, said the official who spoke on condition of anonymity to disclose internal deliberations.

Israel has stepped back from initial threats of harsh retaliation for seeking U.N. recognition, but government officials warned that Israel would respond to any Palestinian attempts to use the upgraded status to confront Israel in international bodies.

Most immediately, the Palestinian Authority, which relies heavily on foreign aid and is struggling with the worst cash crisis in its 18-year history, could face further funding cuts over the U.N. bid.

In Washington, a bipartisan group of senators warned the Palestinians they could lose U.S. financial support of millions of dollars a year and risk the shutdown of their Washington office if they use their enhanced U.N. status against Israel.

Israel could also suspend the monthly transfer of millions of dollars in tax rebates it collects on behalf of the Palestinians, a punitive step it has taken in the past.

In recent months, the Palestinian Authority has been struggling to cover its public sector payroll, paying salaries in installments.

Mahmoud Khamis, a civil servant from the West Bank village of Deir Jareer, said he is willing to bear the negative consequences of U.N. recognition, including further disruptions in getting his salary. "It's good to have that state recognized, for the people of the world to hear our voice and know our cause," he said.

On the domestic front, Abbas appears to have broad support for his U.N. bid. West Bank pollster Jamil Rabbah said 58 percent of 1,000 respondents were in favor, according to a survey earlier this month that had an error margin of 3.4 percentage points.

Hamas, always sensitive to public opinion, has shifted from criticizing the plan to saying they would not stand in the way.

Hamas seized the Gaza Strip from Abbas in 2007, and the two sides have been unable to heal their rift. However, on Thursday, Hamas allowed thousands to march in Gaza in support of Abbas.

Gaza City streets were largely empty late Thursday, and only a few fast food restaurants were open. In one, five customers watched Abbas calling on the General Assembly to "issue the birth certificate of Palestine." Sami Rida, 21, said he's reserving judgment, but is tired of "statements and symbolic steps."

In the West Bank, some Hamas activists participated in pro-Abbas marches that drew crowds of several thousand in the cities of Hebron, Nablus, Jenin and Ramallah.

In Ramallah, a senior Hamas figure, Nasser al-Shaer, addressed the crowd. "It's the right step in the right direction,"al-Shaer, a former deputy prime minister, said of the U.N. bid.

On Thursday, even veteran Palestinian negotiators disillusioned by years of failed negotiations appeared hopeful.

U.N. recognition will "provide a glimmer of light at the end of this long dark tunnel, alleviating the state of frustration prevailing among our people ...," wrote Shaath.

Train derailment sends chemical tankers into N.J. creek

PAULSBORO, N.J. (AP) ? People in three southern New Jersey towns were told Friday to stay inside after a freight train derailed and several tanker cars carrying hazardous materials toppled from a bridge and into a creek.

Emergency management officials issued the advisory to residents of Paulsboro, West Deptford and East Greenwich Township as a precaution.

At least one tanker car may contain vinyl chloride, Gloucester County Emergency Management director J. Thomas Butts told WPVI-TV.

TV helicopter footage showed at least two tankers in Mantua Creek and one hanging over a trestle, part of which is seemingly collapsed. The creek empties into the Delaware River just across from Philadelphia International Airport.

The Environmental Protection Agency said short-term exposure to high levels of vinyl chloride can cause dizziness and drowsiness.

A spokesman for the state Environmental Protection Department says officials are trying to determine what the cars were carrying.

The Gloucester County Times says 18 people are reported to be having difficulty breathing.

It's not clear what caused the derailment.

Calls to Conrail have not been returned.
