Japan to lift entry ban on nuclear no-go zones

Japan said on Friday it would lift entry bans on some cities in Fukushima prefecture that had been designated no-go zones due to their proximity to a nuclear power plant crippled by a powerful earthquake and tsunami last March.

After the natural disasters triggered the worst atomic accident since Chernobyl by causing nuclear fuel meltdowns at the Daiichi power plant in Fukushima, 160 miles (240km) northeast of Tokyo, the government evacuated a 12 mile (20 km) radius of the complex, in which around 80,000 people lived.

"We have decided to revise the restriction bans placed on the evacuation areas," Japanese Prime Minister Yoshihiko Noda said at a nuclear disaster task force meeting.

From April, the government will lift entry bans on Tamura, Minami Soma and Kawauchi, three of the 11 cities and towns that fall within or straddle the 20 km radius.

This follows their declaration in December that the Daiichi plant was in cold shutdown and under control after months of cleanup efforts, signaling it was ready to move to a longer-term phase to eventually decommission the plant.

After lifting the entry bans, the government will separate parts of Tamura, Minami Soma and Kawauchi into three categories, depending on radiation levels.

The government hopes that lifting the entry bans will speed up decontamination by allowing freer access.

In areas where annual radiation measurements are below 20 millisieverts per year, a government safety guideline, residents will have free access to their homes during the day and will be allowed to return permanently at the earliest opportunity post-decontamination.

Where readings are between 20 to 50 millisieverts annually, evacuees will also have unrestricted access during the day although their permanent return will come later.

In areas where measurements top 50 millisieverts, residents will not have free access and they will not be allowed to return for a minimum of five years.

The government is still in talks with the remaining eight cities over lifting the ban.

Even if residents are allowed to eventually return they will continue to live under the shadow of the devastated Daiichi plant, where it's a huge and costly cleanup is expected to take several decades.

Experts at a symposium in San Francisco marking the anniversary of the catastrophe said public radiation exposures have been less than what people were exposed to in the aftermath of the Chernobyl disaster a quarter century ago, according to a report on news website, Environmental Protection.

Speakers at the University of California symposium said monitoring of children living just outside the evacuated zone points to higher than background levels of exposure, but not to unsafe levels, it reported. However, there is uncertainty about harms that may arise due to ingestion of short-lived radioactive iodine in the immediate aftermath of the reactor meltdowns.

'American Idol' Conundrum: Why Are Heejun And DeAndre Still In?

'DeAndre is a hot dude who appeals to the female demographic,' 'Idol' blogger explains, while Han is backed by Vote for the Worst website.

There's almost always a singer on each season of "American Idol" who makes it way deeper into the competition than expected. But season 11 of the show has seen two unlikely finalists — Heejun Han and DeAndre Brackensick — stumble into the top 9 and onto this summer's cast tour despite a string of, respectively, jokey and lackluster performances that have drawn assorted raspberries from the judges and outright derision at times from music-industry icon and show mentor Jimmy Iovine.

Their resilience got MTV News wondering if perhaps they have a special magic that some of the other eliminated finalists haven't discovered yet. We spoke to some of our favorite "Idol" experts to take a look at the dynamic duo's social-network presence to try to figure out how they've done it.

For Brackensick, it doesn't appear to be thanks to Twitter, where he had just 31,660 followers (dubbed "DreDreamers") as of Tuesday evening and spent most of his time thanking fans for their support or complaining about poor WiFi at the "Idol" mansion.

"DeAndre is a hot dude who appeals to the female demographic," said leading "Idol" blogger MJ Santilli of MJsbigblog about the strange allure of the singer with a sky-high voice and hair-commercial-ready curls. "He's sung well enough to give the impression that he's got potential. The 'Master Blaster' performance — which Jimmy and the judges loved — was enough to keep him going for a week or two more, but if he doesn't step it up, he's going out mid-pack, too."

Heejun's following on Twitter was a heftier 86,663 on Tuesday, putting him near the top of the social-networking heap among his fellow finalists. Not surprisingly for the yuk-loving singer, his interactions with fans are much sillier and more playful than most of the others, with a loose vibe that matches his onscreen persona, including lots of candid photos and suggestions that fans adopt the nickname "Hanimals."

He also has the dubious distinction of being the subject of this year's target on the Vote for the Worst website. "Finally, the man we were waiting for comes out to play," the site said in a banner promoting the vote. "Welcome to VFTW, Heejun. We love you. Here are lots of votes."

"Idol" expert Jim Cantiello said he gets Heejun's appeal. OK, he doesn't get it get it, but he can see how Han attracts attention by being a spectacle while everyone else is singing ballads — all the time. "His silliness supplies good .gifs for tumblr and easy fodder to tweet about," said the former MTV "Idol in 60 Seconds" host. "Trust me, just like Sanjaya, the first time he has a performance that provides zero water-cooler talk, he'll be dropped. Or as soon as it seems like powerhouse singers are in jeopardy, casual 'Idol' fans won't be as quick to call in a vote for the clown."

Cantiello suspects Han has another thing going for him as well, whether it was all part of his devious plan or not. "Heejun's got the whole bromance thing with Phil Phillips going on," Cantiello said of the buddy-comedy vibe between the joker and one of this year's leading male contenders. "So some of Phil's fans are automatically into Heejun, and they'll vote him through to keep seeing them be silly on TV together."

MJ agreed that Heejun is just good TV. Not only did he bring some unneeded extra drama to the Hollywood rounds by sparring with annoying Richie "Cowboy" Law, he's shown his vulnerable and sensitive side as well. "Up until now, viewers wanted him on their TVs and most definitely wanted him on the tour, where he is likely going to be super-entertaining," she said. "But now that he's beginning to knock off vocally gifted finalists like Erika [Van Pelt], watch the backlash begin. I don't think he's got more than a couple of weeks left in the competition."

How do the seven other finalists match up on the Twitter tote board? Pint-sized cute Hollie Cavanagh actually comes in below Brackensick with 30,792 "Holliepops," while faux-hawk flying singer Colton Dixon has one of the highest Twitter tallies at 92,458, putting him just ahead of foot-stomping Dave Matthews-alike Phillip Phillips, with 90,116 followers.

Solidly in the middle of the pack is leading female contender Jessica Sanchez with 69,825 followers, while country girl Skylar Laine rounds out the bottom with 33,122 "Skoutlaws," just ahead of gritty Elise Testone (23,969) and R&B crooner Joshua Ledet (23,618).

This legal effort to restore immigrant workers? rights occurs exactly ten years after the Supreme Court decided in Hoffman Plastic Compounds v. NLRB that some wrongfully-fired unauthorized workers are not entitled to back pay under National Labor Relations Act.

"Workers should never have to choose between voicing their concerns about workplace conditions and receiving a paycheck. Unfortunately, that choice was foisted upon the courageous workers at Mezonos Bakery. These workers should not be stripped of legal remedies available to all of us if we are subject to abusive behavior in the workplace," said Marielena Hincapi?, executive director of the National Immigration Law Center. "We're filing this appeal today to fight to protect all workers' basic right to advocate for a fair and safe workplace."?

This is the latest step in a nine year legal challenge to Mezonos Maven Bakery?s firing of the workers.? The five plaintiffs in the lawsuit described horrendous conditions, where workers were forced to work 60 ? 75 hours without receiving overtime and were subject to harassment. Workers were fired by this company after they complained about these conditions.

In the original charge filed with the NLRB, NILC and the AFL-CIO argued that because Mezonos Maven Bakery violated federal law by failing to verify the employees' work authorization when they were hired, the company should not be allowed to escape liability for the wrongful firings based on the Supreme Court?s Hoffman Plastic decision. ?While an NLRB administrative law judge initially agreed that the Hoffman Plastic decision did not apply in this case, the NLRB, relying on Hoffman Plastic, reversed the decision and dismissed the award.?

The NLRB?s ruling gives unscrupulous employers an incentive to hire unauthorized workers, whom they can hire and then illegally fire with impunity, and thereby depress the working conditions of all workers.?

As Ana Avenda?o, the AFL-CIO?s assistant to the president and director of immigration and community action, stated: "If employers can violate the rights of undocumented workers with impunity, all workers suffer. ?Justice demands that all workers be allowed to speak out about unfair or unsafe conditions without fear of being fired for exercising their federally-protected workplace rights."

Sure, a $500 million jackpot is big, but after taxes ... better just tell the hiring manager you would have to think about your options.

The Mega Millions lottery jackpot has hit a record $500 million. Would you quit working if you won it?

If you have a job interview this week, that is hardly an idle question.

The lottery, to be drawn Friday, is on a lot of people?s minds this week, and as a result hiring managers may pull out a doozy of an interview question.

Joyce Lain Kennedy, author of ?Job Interviews for Dummies,? calls the lottery question one of the top 10 ?prime-time tricky probes? employers lay on workers these days.

When you answer the lottery question -- or any interview question -- you want to leave out any inkling you?re not excited about working hard, no matter what the circumstances.

?Recruiters report that high numbers of job seekers blab negative information without realizing they?re making a farewell address to a job opportunity,? Kennedy said.

Even if you would dump work in a heartbeat following such a windfall, it?s best to keep your feelings to yourself.

Kennedy advised responding along these lines: ?While you?d be thrilled to win the lottery, you?d still seek out fulfilling work because working, meeting challenges and scoring accomplishments are what make most people happy, including you.? And don?t forget, she added, to ?say it with a straight face.?

Many of you would have no problem with the question, based on an unscientific poll of my 13,000-plus Twitter followers.? When I asked, ?Would you stay in your job if you won the lottery?? more than 90 percent offered a resounding ?yes.?

Most comments were along the lines of @heatherecoleman?s tweet: "Yes - I love what I do!"

But a few tweeters were contemplating post-winnings career adjustments.? ?There would be major course change," said @ed_mcfarland.

For some employers, the best answer to the lottery question is one that?s honest.

?I think it is worse for the candidate to say that they would stay, never leave, etc.,? said David Lewis, president of HR consulting firm OperationsInc. ?I?m looking for honesty and real people vs. fakers who are trying to tell me what they think I want to hear.?

Others believe an answer that sounds like you?re looking for any reason to get away from the daily grind is troublesome.

Ken Wisnefski, CEO of Internet marketing firm WebiMax, often asks applicants a lottery-type question: ?What would you do with $1 million??

Have you caught a case of lottery fever yet? TODAY's Matt Lauer and Kevin Tibbles report.

?I have had one gentleman say, ?I wouldn?t be here right now,? and that gentleman did not receive a second interview," he said. "I have, however, heard responsible answers including, ?I would invest it and grow it to $2 million.?? That response earned a second interview and eventually a position at my company.?

Patricia Siderius, managing director of executive outplacement services at BPI group, offered a good suggestion for an answer to the lottery question: ?I would need time to understand how this fortune will or will not change my life.?

A life change is exactly what Benjamin Flynn, 38, a New York City cab driver, is worried about and why he?s not sure he even wants to win millions.

?Money is the root of all evil,? he said. But, he added, if he did win he?d quit his job and go back to school to become a surgical nurse.

Before we all start planning our lives post lottery-winnings, it may be time for a reality check.

Your chances of winning the Mega Millions is 1 in 176 million, according to Jim Lackritz, professor of management information systems at the San Diego State University?s College of Business Administration. ?Not a good chance, and not worth it,? he said.

An individual winner of Friday's jackpot could elect to take an immediate cash payout of $359 million before taxes.

Explosive press conference kicks off WrestleMania week festivities

MIAMI ? WrestleMania XXVIII festivities kicked off in high gear Wednesday at a press conference that ended with a main-event faceoff between hometown hero The Rock and John Cena a mere four days before their ?Once in a Lifetime? match. (PHOTOS | WATCH THE FULL PRESS CONFERENCE)

Although The Great One and the Cenation leader expressed the utmost respect for one another?s accomplishments prior to the photo op, neither Superstar could hide his desire to tear into the other Sunday. The Rock promised to give Cena a ?Hurricane [butt]-kicking of a lifetime,? and Cena said he has been waiting his entire life for their WrestleMania match.

?I couldn?t ask for a grander stage or a bigger opponent,? said Cena, a former 10-time WWE Champion.

The Rock told reporters that Cena?s achievements run ?a mile long.?

?It's going to be an honor for me to step in the ring with John Sunday,? he said.

The explosive press conference ? which was streamed live on WWE.com, YouTube and Facebook ?? officially ushers in the many WrestleMania activities happening in South Beach this weekend, including numerous community-outreach events and charity fundraisers, the annual Fan Axxess event, unprecedented social media coverage and the WWE Hall of Fame Class of 2012 induction ceremony.

Taking place at Sun Life Stadium, The Show of Shows itself ? WrestleMania XXVIII ? airs live on pay-per-view Sunday, with a special start time of 7 p.m. ET/4 p.m. PT. WWE?s stay in Miami culminates with a live broadcast of Raw SuperShow from American Airlines Arena Monday night.

?Our goal is not only to host the WWE Universe this week, but for WWE to return to our community again very soon,? said Miami-Dade County Commissioner Jose ?Pepe? Diaz, who declared March 28-April 2, 2012, as ?WrestleMania XXVIII Week? in the county and presented WWE with the Key to Miami-Dade County.

Seventy-thousand fans from all 50 states and 36 countries are expected to arrive in Miami for WrestleMania events, Diaz said. In total, an estimated 125,000 members of the WWE Universe will be taking part in various activities throughout the week, according to John Saboor, WWE?s Senior Vice President of Special Events.

Although it was the parting comments from The Rock and Cena left the Eden Rock Hotel press area abuzz, other Superstars ? including WWE Champion CM Punk, Triple H and Divas Champion Beth Phoenix ? spoke about the significance of performing on The Grandest Stage of Them All. Triple H, appearing both as a participant in Sunday?s ?End of an Era? Hell in a Cell match against The Undertaker and as WWE?s Executive Vice President of Talent, called WrestleMania ?an important rite of passage for any member of the WWE Universe.?

?For all the talent on the WWE roster, participating in WrestleMania means being a part of history,? he said, before vowing to make history by stopping The Undertaker?s WrestleMania Steak at 19-0.

In addition to being the WWE?s biggest event of the year, WrestleMania XXVIII is also the social media event of the year, said press conference host Michael Cole. He introduced Team Teddy representatives Kofi Kingston and United States Champion Santino Marella, Team Johnny members David Otunga and The Miz, as well as Ricardo Rodriguez ?all of whom were live-tweeting from the event.

Cole also invited live-stream viewers to tweet their questions for the Superstars, using the hashtag #WrestleMania. After the press conference ended, the questions were answered via @WrestleMania. This year?s WrestleMania is expected to bring Superstars and the WWE Universe closer together than ever before, with an unprecedented number of Superstars live-tweeting from events in Miami.

Also in attendance Wednesday was Mike Pouncey, the starting center for WWE?s partner, the Miami Dolphins. A member of the 2009 Florida Gators National Championship team, Pouncey joked that he would be at Sun Life Stadium to lend Cena or The Rock a hand, should either Superstar need it.

Co-producer Mike Posner told MTV News that Bieber's upcoming <i>Believe</i> album displays how far he's come since the sugary sweet ditties of his <i>My World</i> days. </P><P> </P><P>"I think our goal was to make something that me and my friends could listen to in the car," Posner explained. "I think we've all known Justin since he was13, and that's not the kid I was in the studio with anymore. He's an 18-year-old. The Page 99 Test: Elizabeth Brake&#39;s "Minimizing Marriage"

Elizabeth Brake was educated at The Universities of Oxford (B.A.) and St. Andrews (M. Litt., PhD). Since 2000 she has taught in the Department of Philosophy at the University of Calgary, Canada; in 2011-2012 she is a Visiting Associate Professor at Arizona State University.

She applied the ?Page 99 Test? to her new book, Minimizing Marriage: Marriage, Morality, and the Law, and reported the following:

Turning to page 99, one finds a central theme of the book: preferential treatment for romantic couples is a form of unjustified discrimination (I call this ?amatonormativity?). In Chapter 4, ?Special Treatment for Lovers,? I argue that friendships, and overlapping networks of friends and sexual partners, have just as much ethical value as romantic love relationships. Friendships and groups provide just as much opportunity for reciprocal care and can be just as fulfilling to their members. Yet socially those outside romantic love relationships face stereotyping, various forms of social discrimination, and legal discrimination. On page 99, I address the objection that the romantic love drive is biologically rooted and so we really are better off satisfying that drive in romantic love relationships ? and that that can justify discrimination! On page 99 (actually I'm cheating ? the first sentence begins on page 98!) I'm discussing Helen Fisher's view in Anatomy of Love:

Dyadic pair-bonding, with its characteristic stages of limerence (?being in love?) and attachment, on her view, has a neurochemical basis. It is a drive analogous to hunger, thirst, sleep, the maternal instinct, and sex. This suggests a rationale for preferential treatment of amorous dyads. ... We might go further and argue that amatonormative social pressures are beneficial because they guide us to satisfy this drive.

But even if we accept Fisher?s controversial view, it would not justify amatonormativity. Fisher argues that humans are instinctually serial monogamists?her research suggests that the natural duration of a romantic love cycle is four years, corresponding to the normal gap between pregnancies in conditions without contraception and when women breastfeed. Moreover, she holds that extramarital sex has a physiological basis. Her account could not support the amatonormative preference for exclusive and enduring relationships. In fact, marriage and the amatonormative ideal would themselves frustrate the drives for serial monogamy and sexual variety. Furthermore, Fisher suggests that polygamy also has a physiological basis; while she sees it as a ?secondary? strategy, she acknowledges that this is controversial?some anthropologists suggest that it is a dominant human urge. Finally, Fisher recognizes the emergence of a new family form, which she calls an ?association???a brand-new web of kin based on friendship instead of blood.? [Footnote: Fisher, Anatomy of Love, p. 305] This suggests that her view does allow some plasticity in the drive for companionship.

But let us imagine that society and policy develop ?serial-amatonormativity,? privileging, and pressuring people into and out of, four-year pair-bonding relationships. Marriage could have a four-year limit, and family and friends could express concern and disapproval when relationships lasted too long. Such discrimination would still be morally unjustified. There is ample evidence, already noted, of sexual minorities; privileging serial male-female monogamy would impose costs on these people unnecessarily. There is no need to privilege serial monogamy in order to remove barriers to it....

I go on, in the second part of the book, to argue for a new form of legal marriage, ?minimal marriage,? which could support friendships and care networks and so does not discriminate unjustly against those outside of romantic love relationships.

So does page 99 reflect the quality of the whole? To a certain extent ? it defends one of the book's central themes, it engages in measured argument, and it is 'transdisciplinary', bringing biological and anthropological research to bear on moral philosophical questions. I like to think the book contains more original argument than discussion of others' views, however, and page 99 does focus mainly on Fisher! Beyond that, I must let the reader judge.

March Madness is all about the NFL this year.

From Peyton Manning in Denver to Tim Tebow in New York.

From Sean Payton getting suspended for New Orleans' bounty system to Saints players awaiting possible punishment for participating in it.

Not to mention the other big free agent signings. How did Mario Williams wind up in Buffalo? Answer: There's 100 million reasons.

How about Calvin Johnson's $132 million deal through 2019 with the Lions, merely the richest contract in NFL history, with Megatron getting $60 million guaranteed?

No matter what happens in the NCAA basketball tournament, with the Final Four in the Big Easy of all places, it can't top what the NFL has produced in March.

And that's with the draft, usually the focal point of the offseason, still a month away.

It has become impossible to escape NFL headlines pretty much since the Giants beat the Patriots in the Super Bowl ? that was Feb. 5. The next meaningful pro football game is more than five months away.

The past two weeks, in particular, have been off the charts for NFL interest.

"Fans love it and they crave it," said Rich Gannon, the 2002 NFL Most Valuable Player and now a host on SiriusXM NFL Radio. "They don't want an offseason and there hasn't really been one, from the Super Bowl and the one-month buildup to the combine and free agency, and then to everything lately.

"I took my car in for service and three guys there, all they were saying was what about the Saints? And then the Tebow stuff; I am not surprised by that at all. And Peyton in Denver."

In addition to the front-page news, there have been some offseason moves that would be a big deal ? in any other year.

Example A: A massive trade of picks between Washington and St. Louis already has spiced up the draft, with the Redskins in position to land Heisman Trophy winner Robert Griffin III (if Indy doesn't take him at No. 1 instead of Andrew Luck).

Example B: The same Redskins and their division-rival Cowboys, each get dinged for huge salary cap reductions by the league.

Rarely does anything in sports push The Big Dance off center stage. But all the NFL action has done just that.

No reason to think it will stop now, with penalties for Saints defensive players sure to come, if not by the end of this unpredictable month then quickly in April.

By then, the Senate Judiciary Committee could be holding a hearing about the bounties that led to Payton being suspended for the 2012 season; former assistant Gregg Williams, who ran the program and now is defensive coordinator in St. Louis, getting barred indefinitely; New Orleans general manager Mickey Loomis suspended for eight games and Saints assistant Joe Vitt for six games; and the team stripped of two second-round draft picks and fined $500,000.

"Let's be real basic about it here," said Sen. Dick Durbin, who is calling the bounty hearing. "If this activity were taking place off of a sporting field, away from a court, nobody would have a second thought (about whether it's wrong). 'You mean, someone paid you to go out and hurt someone?'

"It goes way beyond the rules of any sporting contest, at least team contest, to intentionally inflict harm on another person for a financial reward."

It does grab attention; scandals always do. So two of the NFL's transcendent quarterbacks came along to rescue the league's image a bit: Manning and Tebow.

Anytime a four-time MVP changes addresses, it's huge news. When that player never missed a start in 13 seasons before sitting out an entire year after four neck surgeries, interest is piqued a mile high.

"It is a huge plus to have a Peyton Manning on your roster," Broncos boss John Elway said upon signing Manning to a five-year contract worth $96 million if fulfilled.

And a huge plus to have him in the league to deflect some attention from the bad vibes surrounding the Saints.

Ditto for Tebow, whose job disappeared in Denver when Manning joined the Broncos. Where else for him to land but with the Jets, who seem determined to win the back pages of the New York tabloids while their co-inhabitants at the Meadowlands, the Giants, win Super Bowls.

The Jets' swift action ? well, swift until there was an eight-hour delay as the Jets discovered a clause in Tebow's contract that would have cost them $5 million before it was renegotiated ? shifted the glare away from the Saints, as well.

In the middle of all this, the Cowboys had $10 million of salary cap space stripped and the Redskins lost a whopping $36 million, spread over this year and next. Yet both have found ways to spend enough on free agents to fill some holes.

What chaos could be ahead? Plenty.

? New Orleans star quarterback Drew Brees has yet to reach agreement on a new contract and, given the Saints' precarious situation, imagine how ugly things might get if he ignores the franchise tag the team plunked on him and stays away from offseason workouts.

? With a rookie wage scale limiting financial investments, more blockbuster draft trades could happen. As it is, the Redskins mortgaged much of their future to move up four spots to get RG III. Yet, after his sensational pro day at Baylor, there's thought Griffin has become a challenger to Stanford's Luck as the top overall pick, owned by Indianapolis.

? Still out there ready to grab attention, if not many passes, is Terrell Owens. So might be Chad Ochocinco if the Patriots, as expected, release him. And Randy Moss, who didn't even play in the NFL in 2011 and was no factor the previous year, landed in San Francisco.

? Tebow vs. Mark Sanchez. Just wait until the incumbent stumbles, even momentarily, and the Big Apple is rocked by screams from Tebow's loyal legions.

? New jersey designs by Nike resemble the Oregon Ducks' varied uniforms, causing a surge to ? or away from ? the merchandise shelves.

At least there are no labor battles to be waged for 4? months by America's richest sports league and its players. Last year at this time, we were in the middle of the lockout. No one knew if the 2011 season would even happen.

"I think the NFL is in great shape," Manning said, "with some great owners, great coaches and great people in leadership."

Don't forget plenty of newsmakers.

Nokia drops another 1,000 employees, Finnish plant focusing on software

To say it's been a rough year for Nokia would be a huge understatement. And things are only going to get worse before they get better. Case in point: the company just finalized an agreement to cut up to another 1,000 jobs (which we knew was coming), all at its plant in Salo, Finland. The cuts will not happen all at once, instead positions will be phased out over the course of the year, with most layoffs coming before the end of June. For those in Western Europe it's another batch of manufacturing jobs heading to Asia, for Nokia it's simply part of a restructuring plan designed to help it stop the bleeding. The staff that remains will focus on installing software that caters to European customers. After several quarters of bad news and then a complete shift in smartphone platforms it only makes sense that Nokia would find itself in dire straights. Still, in a country where unemployment hovers at around eight percent, we're sure no amount of national pride will make people feel better about losing more jobs.
